194 Bihar doctors punished for absence during MCI inspection

The state health department has stopped one pay increment and cut one week’s honorarium of 194 doctors for being absent from duty without information. The erring doctors have also been warned against repeating the lapses in future.

A health department notification on Monday listed the names of 26 professors, associate professors and assistant professors who lost one increment of their salary. In addition, 57 doctors of Bihar health service cadre working in medical colleges as teachers, senior residents (SR) and tutors also lost one increment. Altogether 75 other doctors appointed on contract and serving as teachers, SR and tutors and 36 others were punished with a cut of one week’s honorarium.

The punishment was given for their absence during the inspection of different medical colleges by the Medical Council of India (MCI) team.

The doctors of various cadres who were punished for unauthorized absence or being late on duty at the time of the MCI inspection on various dates are from SKMCH (Muzaffarpur), JLNMCH (Bhagalpur), Government Medical College, Bettiah, ANMMCH (Gaya), Vardhman Institute Pawapuri, Jannayak Karpoori Thakur Medical College and Hospital (Madhepura) and NMCH (Patna). Sanjay Kumar said it was sad that such a large number of doctors were absent from duty during MCI inspection of their medical colleges. “The health department has taken this action under its zero tolerance policy for indiscipline. The proper methodology of issuing show cause notice (ie asking to reveal the reason for absence) must have been issued, and only in cases where there was no sufficient reason for absence, the decision of punishment as per service rules must have been made. Obviously, otherwise, the punishment will be struck down as invalid & unjustified, if legal remedy in courts is sought by the absentee-doctors.
