Draft Clinical Establishment Third Amendment Rules 2019 rele
Ministry of Health and Family Welfare (MOHFW) has recently released a draft notification on 'Minimum standards for clinical establishments of Allopathy and AYUSH' for suggestions or comments. The draft makes it mandatory for an MBBS with desirable 1-year pathology training for technical/ head/ specialist/ signatory in a basic composite lab.

The organisations that are covered under the rule are
- Clinic (only consultation, with the dispensary, with diagnostic Support)
- Mobile Clinics (only consultation, with procedures)
- Dental Mobile Clinics (only consultation, with Procedures)
- Dental Lab
- Hospital level 1to 3
- Health checkup centre
- Integrated counselling and testing centre

The draft on page 393 mentions that for designation, minimum qualification of Technical Head of Lab / Specialist/ Signatories it is mandatory to be an MBBS graduate from a recognised institution (with at least one year experience in laboratory work desirable)
