HC raps CARA on poor adoption rate
The Delhi high court has termed the rate of adoptions in India "abysmal", and slammed the Central Adoption Re- source Authority (CARA) for slow clearances.

The court said CARA should process applications in a time-bound manner, as domestic adoptions have dropped by a half, hitting a five-year low with only 3,011 children being adopted by Indian parents in 2015-2016. During the same period, only 666 children were adopted by foreign parents.
