The hospital in my college is like any other government hospital. The OPD is flooded with patients. Despite efforts to queue them up with serial numbers they're always trying to elbow their way into the doctors' chambers, Arguing with each other and the staff to be attended first. Also, since we're part of a university, students and staff who're registered with the university health scheme want VIP treatment. All this causes immense altercation, chaos and tension in the OPD everyday. Could there be an effective queue management strategy to tackle this problem?

First of all we need to separate emergency patients from normal patients at level zero. Then prioritize the emergency cases and other cases should be organised by the token system for those who can't get it online and online tokens for those who have the service available. At the base level patients should be seen by a doctor not by a security guard or staff worker.
